Best processor!?

I'll be getting a new pc on my 16th birthday (pmpl) 10months to go
i'm looking for cpu around 130 dollars . .i've short listed intel i3 core2duo E7500 , amd phenom 2x3 710.
I need it for extreme multi tasking and can i overclock E7500 to 4ghz?

Yeah Amd is Very good with multi tasking .......... you can both play games and bake some cookies in it
